FINAL SOLUTION: SAFE

NOTES:
This is more straightforward. Although L and R don't play a significant, except to indicate Let and Right rotations on safe, number 19, 1, 6, 5 easily decodes to SAFE by applying A = 1, B=2 ans so on.
