Here the 'He' refers to 'Richard Morrison' who wrote the article "Richard Morrison misses US orchestras at the Proms" in the 'Times' online.

'fair in the heart of London' refers to the "Antique Map Fair" site in London http://www.londonmapfairs.com/
'Richard Morrison' also attended the maple fair last year.
