Compared to backlinks how important are outbound links when it comes to page rankings ?

I don't think they're that important, but I do try to keep the number of outbounds low on my sites

Outbound links are effective if you are linking with your relevant site as well as the outbound link page should have Page Ranking which is comparative to yours page.
